'Stream your own game' is available to Xbox Insiders who are also Game Pass Ultimate members. It can be accessed via the Xbox PC app in all 28 countries where Xbox Cloud Gaming is available. No installation is required, as you only need to open the app and select one of over 250 supported titles to begin streaming instantly.
This means it's possible to play games that had been previously unavailable through the Xbox PC app. However, the current list of supported games does not include older titles that were only available on original Xbox and Xbox 360 consoles, although the collection is continuing to grow.
It's just one of many updates that have improved the Xbox PC app, including a Game Bar Compact Mode, a consolidated home UI, revamped Game Bar and widgets, and Microsoft Edge Game Assist.
This is happening alongside Microsoft's Xbox Play Anywhere initiative where titles can be bought once and played across multiple devices. These devices include the upcoming Xbox ROG Ally Windows handhelds launching this holiday, which will also be able to run Xbox for PC games natively, as well as games from other PC gaming clients like Steam.
